Where?

Mount Zion in Jerusalem

Joel 2:31The sun will be turned to darkness and the moon to blood before the coming of the great and dreadful day of the Lord. 32 And everyone who calls on the name of the Lord will be saved; for on Mount Zion and in Jerusalem there will be deliverance, as the Lord has said, even among the survivors whom the Lord calls. (NIV)

The Place of Refuge

Mount Zion in Jerusalem is the-place-of-refuge.

Isaiah 4:2In that day shall the branch of the Lord be beautiful and glorious, and the fruit of the earth shall be excellent and comely for them that are escaped of Israel. And it shall come to pass, that he that is left in Zion, and he that remaineth in Jerusalem, shall be called holy, even every one that is written among the living in Jerusalem:When the Lord shall have washed away the filth of the daughters of Zion, and shall have purged the blood of Jerusalem from the midst thereof by the spirit of judgment, and by the spirit of burning. And the Lord will create upon every dwelling place of mount Zion, and upon her assemblies, a cloud and smoke by day, and the shining of a flaming fire by night: for upon all the glory shall be a defence. And there shall be a tabernacle for a shadow in the day time from the heat, and for a place of refuge, and for a covert from storm and from rain. (KJV)

Isaiah 31:4 This is what the Lord says to me: “As a lion growls, a great lion over its prey—and though a whole band of shepherds is called together against it, it is not frightened by their shouts or disturbed by their clamor—so the Lord Almighty will come down to do battle on Mount Zion and on its heights.  Like birds hovering overhead, the Lord Almighty will shield Jerusalem he will shield it and deliver it, he will ‘pass over’ it and will rescue it.” (NIV)

Isaiah 35:8 And a highway will be there; it will be called the Way of Holiness; it will be for those who walk on that Way.  The unclean will not journey on it; wicked fools will not go about on it. No lion will be there, nor any ravenous beast; they will not be found there. But only the redeemed will walk there, 10 and those the Lord has rescued will return. They will enter Zion with singing; everlasting joy will crown their heads.  Gladness and joy will overtake them, and sorrow and sighing will flee away. (NIV)

Joel 3:14 Multitudes, multitudes in the valley of decision.  For the day of the Lord is near in the valley of decision. 15 The sun and moon will be darkened, and the stars no longer shine.  16 The Lord will roar from Zion and thunder from Jerusalem; the earth and the heavens will tremble.  But the Lord will be a refuge for his people, a stronghold for the people of Israel. (KJV)

The prophet Joel stated that: on the-day-of-the-Lord "survivors whom the Lord calls" will be found on Mount Zion in Jerusalem.  If there are going to be believing survivors on Mount Zion in Jerusalem, then the next question is:

Who?
